Build the full budget before buying or renting
This Jamaica property tax guide covers annual property tax, transfer tax, stamp duty, rental income, capital gains treatment, strata costs and tourism licensing.
A Kingston home, an Ocho Rios apartment and a Montego Bay villa can require different checks. Start with the valuation number, title, owner’s tax status and intended use. Jamaican dollar amounts use J$ or JMD; do not confuse them with US dollars.
Important: the standard transfer-tax rate is 2%, but the Government announced a two-year 50% reduction for properties in Trelawny, Hanover, Westmoreland and St. Elizabeth following Hurricane Melissa. Confirm commencement, qualifying transactions and TAJ’s assessment before using a reduced rate. Short-stay permission also needs both property-level and licensing checks. Official relief announcement

Start with unimproved land value
Jamaica charges property tax on the land’s unimproved value, rather than the house’s sale price or the value of its buildings. TAJ describes liability by reference to possession, including owners and certain other persons in possession. TAJ: property tax
Find the valuation number and match the assessment to the parcel and owner records. Obtain paid receipts and an arrears statement before completion. Reconcile the property-tax account with the title and any strata-lot details.
The annual bill is separate from transfer charges, income tax and strata maintenance. Ask the attorney to identify unpaid liabilities and agree the allocation of the current year’s bill in the sale contract.
Calculate marginal bands—not a flat percentage
The 2017 amended statutory schedule starts with J$1,000 for unimproved value up to J$400,000, followed by marginal bands: J$400,000–800,000 at 0.50%; 800,000–1.5 million at 0.55%; 1.5–3 million at 0.60%; 3–4.5 million at 0.65%; 4.5–7 million at 0.70%; 7–12 million at 0.75%; 12–30 million at 0.80%; above J$30 million at 0.90%. Statutory rate schedule
Apply each rate only to value within its band. Check the current TAJ assessment for the property; older online summaries contain differing schedules.
Illustration: J$1 million unimproved value gives J$1,000 + J$400,000 × 0.50% + J$200,000 × 0.55% = J$4,100, before relief or arrears. This is an illustration, not a certified bill.
Check the assessment and payment calendar
Property tax becomes due on 1 April each year; official guidance allows full, half-yearly or quarterly payment. Confirm the relevant instalment dates and penalties directly with TAJ. Payment timing
Review the valuation-roll entry rather than substituting the purchase price. Ask NLA about valuation corrections or objections and TAJ about any tax relief. An application does not automatically suspend a payment obligation.
Retain payment confirmations and verify that each payment reaches the correct valuation account. When buying part of a larger parcel, confirm that subdivision and valuation records have been updated.

Verify the standard rate and applicable relief
The standard transfer-tax reference is 2%. Government purchase guidance identifies the vendor as payer and explains that an assessed market value can replace an understated price or apply to a transfer without monetary consideration. Government purchase guidance
Ask the attorney to confirm the tax base, exemptions, payer and assessment before closing. Gifts and company or estate transfers need their own analysis; a nominal price does not establish a nominal tax bill.
For the four hurricane-relief parishes, obtain written confirmation of eligibility and timing. The announcement should not be treated as automatic approval of a reduced charge.
Transfer tax
Keep the vendor’s assessed tax separate from buyer expenses. Verify relief and obtain the official payment evidence.
Stamp duty
Use J$5,000 as the standard sale-document reference. Ask which instruments are chargeable and how costs are allocated.
Professional costs
Request quotes for legal work, survey, valuation, financing and registration. Include applicable tax on professional services.
Separate document duty from land registration
Government purchase guidance describes J$5,000 stamp duty on the signed sale contract, shared between vendor and purchaser. Confirm the specific instruments and contractual allocation for your transaction. Stamping and purchase process
NLA’s fee calculator covers transfers, mortgages, noting death and transmission applications. Obtain a transaction-specific registration estimate instead of assuming the same fee applies to every filing. NLA fee calculator
Keep the stamped agreement, assessment certificates, registered transfer and updated title. Agree who tracks requisitions and confirms completion. Stamping and registration are distinct steps.
Calculate income tax from the owner’s position
Rental receipts need an income-tax review separate from the property-tax bill. Determine the owner’s classification, total income and allowable expenses before calculating tax. TAJ: income-tax resources
Maintain leases, rent receipts, bank records and invoices. Have an accountant distinguish deductible revenue expenses from capital improvements and confirm financing-cost treatment and allowances.
For eligible individuals, the effective tax-free amount for calendar year 2026 is J$1,876,614; the annualized threshold from 1 April 2026 is J$1,902,360. This is not an additional allowance for each property and should not be assumed available to every nonresident or company.
Check withholding and cross-border reporting
Jamaican-source income earned by a nonresident can be taxable in Jamaica. TAJ notes that applicable double-taxation agreements may affect taxing rights and rates. TAJ: nonresident income
Confirm withholding on rental payments, any authorized exemption or treaty relief, return obligations and whether withholding is final or creditable. Do not assume the manager’s deduction completes all filings.
Coordinate Jamaican tax with home-country reporting and foreign-tax credits. Keep withholding certificates and evidence of beneficial ownership, residence and tax payments.
Verify tourist-rental approval before listing
TPDCo’s licensing guidance includes hotels and resort cottages, a category covering apartments, guest houses and villas. Confirm the applicable licence and current process before operating tourist accommodation. Tourism accommodation licensing
Check planning approval, fire and health requirements, insurance, guest safety and any GCT or room-tax obligations for the actual activity. A booking-platform listing is not evidence that these requirements have been met.
Ask the strata corporation about short-stay rules and any restrictive covenants. Tourism licensing and property-use permission are separate checks; confirm both before budgeting tourist-rental income.

A sale can still carry taxes and costs
Jamaica does not impose a separate general capital-gains tax under the framework summarized by PwC. Transfer tax and stamp duty can still apply to a disposal. PwC: capital-gains treatment
Distinguish investment disposals from property trading or development activity, where income-tax treatment may differ. Ask the accountant about business profits and any capital-allowance adjustments.
Retain acquisition and improvement records. Include transfer tax, legal costs, commission and discharge expenses in the sale budget. Home-country tax may still apply even where Jamaica has no separate gains charge.
Budget shared costs and review the by-laws
Every strata-lot owner is a member of the strata corporation. REB/CSC states that corporations must register with the Commission within 90 days of incorporation or plan registration. Strata corporation registration
Before purchase, review the registered strata plan, unit entitlement, by-laws, budget, accounts, arrears and insurance. Ask about pending litigation, major repairs and special assessments.
Monthly maintenance charges are separate from property tax. Confirm the lot’s tax assessment and how common costs are allocated. Obtain written clearance of seller arrears and check whether the rental plan complies with the by-laws.
Check the registered interest and permitted use
NLA’s eLandjamaica provides title certificates, deposited and strata plans, caveat cards and registered instruments. Have an independent Jamaican attorney inspect the relevant records. NLA title-record service
Match the seller’s identity, title number and boundaries. Investigate mortgages, caveats, easements, restrictive covenants, occupants and any unregistered interests. Obtain a surveyor’s report where appropriate.
Confirm building and subdivision approvals with the relevant authorities. A tax receipt or physical occupation is not a substitute for an adequate title investigation.
Plan documentation, succession and ownership
Foreign purchasers should obtain advice on the ownership structure, a Taxpayer Registration Number, source-of-funds documentation and banking arrangements. Confirm any parcel-specific restrictions and requirements before contracting.
Jamaican legal practitioners’ guidance describes no general restriction on foreigners acquiring property, while identifying TRN and formal-contract requirements. Ownership does not itself grant immigration or work rights. Jamaica real-estate legal guide
Inheritance, gifts and joint ownership need a separate transfer review. Establish the authority of executors or administrators, the form of ownership and applicable estate or transmission charges. Do not apply the ordinary sale calculation automatically.
Model acquisition, annual costs and vacancy
Acquisition budget: price + your contractual share of statutory charges + registration + legal and survey costs + financing + contingency. Annual budget: property tax + strata dues + maintenance + insurance + management + applicable rental taxes.
Illustration only: J$2.4 million annual rent billed less J$240,000 vacancy gives J$2.16 million collected. With J$600,000 operating spending, J$1.56 million remains before income tax, debt service and capital works. Cash flow is not the same as taxable income.
Model hurricane damage, insurance deductibles, rebuilding, special assessments and interrupted rent. Confirm actual insurance terms and obtain repair estimates. Keep JMD and foreign-currency costs separate.

Keep rent, records and authority under control
Set the manager’s rent-collection authority, spending limits, emergency process and reporting in writing. Reconcile the tenant ledger with bank receipts and retain invoices and tax records.
For residential tenancies, ask whether the Rent Restriction Act and Rent Services Unit procedures apply to the property. Use a properly reviewed lease and confirm lawful notices and dispute procedures. Government rent-services guidance
A power of attorney should have a defined scope and locally accepted form. Confirm who files tax returns, pays the property account and deals with strata or tourism inspections.

Compare other property tax guides
Comparing countries can help you identify questions to ask about annual property tax, purchase charges, rental income and capital gains. The guides below cover different tax systems; compare their categories and verification steps before comparing headline rates.
Build a separate worksheet for each proposed property. Note the municipality, registered owner, intended use, acquisition date and currency. Beside every amount, record whether it is an official assessment, a professional estimate or an item still awaiting confirmation. A quoted purchase price alone does not establish the taxable value or the complete cost of ownership.
When comparing a property in Jamaica with one elsewhere, separate recurring taxes from one-time transaction charges and private operating costs. Confirm who pays each amount, when it falls due and which document proves payment. Keep exemption applications, tax receipts and title records in the same property file so your advisers can trace the assumptions behind the budget.
