Start with the title, the owner and the property’s use
This Guyana property tax guide separates local rates from national net-property tax, acquisition charges, rental-income tax and tax on a sale. A Georgetown home, commercial lease and state-land investment need different checks.
Build the budget from the actual parcel and legal owner. Confirm the title system, valuation, council account, intended use and tax residence before comparing headline percentages. All monetary examples below use Guyanese dollars (G$ or GYD).
Important: GRA’s March 2026 notice exempts individuals from national net-property tax for assessment year 2026, covering income year 2025; earlier returns and liabilities remain due. This does not cancel municipal rates. Noncitizen ownership rules are also under government review following a 25 September 2026 announcement. Check the council account and rateable value
Local property rates are administered through the relevant municipality or neighbourhood council. Guyana’s Valuation Division maintains the valuation list used for rating purposes. The advertised sale price is not automatically the rateable value on the council account.
Address → valuation list → council rate → account balance
Request the parcel’s rateable value, current assessment, payment schedule and full arrears statement. Check the recorded owner, land area, buildings and use. Obtain the written procedure for correcting an inaccurate assessment or claiming a recognised exemption.
Do not use a single nationwide percentage for every address. Ask the council to identify the applicable rate and whether other local charges are included. Keep national tax and municipal payments in separate budget lines. Official Valuation Division information
Separate the individual exemption from company liability
Individuals are exempt from national net-property tax from assessment year 2026 (income year 2025), according to GRA’s 16 March 2026 notice. Prior-year filings and payments remain due. Older web pages still describe the former G$40 million individual threshold; do not treat those as the current rule.
Companies and other taxable bodies need a separate analysis. The consolidated Property Tax Act’s schedule provides nil on the first G$40 million of net property, 0.5% on the next G$20 million and 0.75% above that. Qualifying liabilities and statutory valuation rules matter.
Company illustration: G$100 million of taxable net property gives G$100,000 on the middle band plus G$300,000 on the remaining G$40 million, or G$400,000. This is not a municipal rates calculation. Property Tax Act, section 6 and First Schedule
Know whether you hold a transport, title or lease
A Transport is associated with the Deeds Registry system; a Certificate of Title is issued under the Land Registry system. Public-land leases are administered separately through the Guyana Lands and Surveys Commission. A tax receipt or occupation of land is not a substitute for the ownership document.
Ask your attorney to identify the correct registry, obtain current searches and reconcile the document with the survey and physical boundaries. Check mortgages, caveats, restrictive covenants and authority to transfer. Land Registry’s title-system explanation

Price the actual transfer route before signing
The Land Registry’s published sale-transfer schedule lists duty of 2% of value, a registration fee of 0.25%, an assurance-fund contribution of 0.1% and a G$30 certificate charge. Confirm the current schedule and valuation accepted for your transaction.
This published Certificate-of-Title route is not a promise that every Transport, lease assignment, mortgage or gift has the same total cost. Legal fees, valuation, searches, taxes and approvals may be additional. Ask the attorney to identify each instrument and who pays each item.
Identify the instrument
Confirm whether the transaction transfers registered title, a Transport or lease rights.
Confirm the valuation
Obtain the value accepted for duty and registration before calculating the closing budget.
Keep the completion file
Retain payment receipts, clearance documents and evidence of final registration.
Get an itemised completion statement
For a G$30 million sale using the published Land Registry schedule, duty is G$600,000, registration G$75,000 and assurance fund G$30,000: G$705,000 plus the G$30 certificate. This illustration excludes attorney fees and other transaction costs.
Get a written quote covering searches, drafting, registration, valuation, mortgage work, certified copies and disbursements. Confirm whether each amount includes applicable VAT. A quoted professional fee should not be confused with a statutory tax.
For the Transport system, obtain the Deeds Registry’s requirements for the particular conveyance. Deeds and Commercial Registries Authority
Match rental reporting to the legal owner
Rent needs to be reported under the owner’s income-tax or corporation-tax framework. The rate is not determined by the property’s market price. A resident individual, company and nonresident landlord can have different calculations.
Keep a rent ledger, leases, invoices, bank deposits and evidence of expenses incurred to earn the income. Separate repairs from capital improvements and private costs. Have an accountant apply the current allowances, rates and advance-payment requirements to the owner’s total income.
Confirm withholding before remitting rent abroad
Section 39 and the Third Schedule provide a general 20% gross-payment withholding reference for relevant payments to nonresidents not engaged in trade or business in Guyana. Treaty relief or a different operating status must be checked before applying it.
GRA’s withholding guide expressly covers tenants and agents collecting rent for a nonresident landlord. It states that the monthly return is due by the 14th. Agree who deducts, files, pays and supplies the certificate; do not assume the manager’s net remittance proves compliance.

Separate private dwelling rent from taxable business use
GRA’s property VAT policy exempts rent for a private residential dwelling. A VAT-registered landlord’s commercial building rental generally attracts the 14% standard rate. Business use and residential use therefore need to be identified in the lease.
Property sales by registered businesses and continuing taxable land-sales activity can also attract VAT. Do not assume that every sale described as residential is exempt. For serviced accommodation or short stays, confirm the actual supply, registration and operating permissions.

Calculate the gain from documented costs
GRA identifies a 20% tax on a net chargeable capital gain. The taxable amount is a gain, not the full selling price. Support acquisition cost, qualifying improvements and disposal expenses with records, and avoid deducting an expense twice.
Illustration only: sale proceeds of G$35 million less an accepted G$25 million cost base and G$2 million qualifying disposal costs leave G$8 million. At 20%, that is G$1.6 million before any allowable losses or exemption.
Check the timing and character of a property sale
Holding period and business activity can change the tax category. GRA distinguishes gains within twelve months that are treated as income, gains on disposals more than twenty-five years after acquisition, and gains not exceeding G$500,000.
Check the statutory conditions and how the threshold applies before claiming relief. A property-trading business should not label ordinary profits as exempt private capital gains. GRA’s guide gives an April 30 annual capital-gains filing reference.
Verify ownership and obtain the required clearances
GRA requires a compliance certificate for property sales and gifts. Obtain it early, together with the council’s rates-and-taxes clearance and the ownership records required by the correct registry.
Check seller identity, any power of attorney, company authority, estate documents and outstanding encumbrances. Agree how arrears are cleared and how title is delivered after registration. GRA property compliance requirements
Check eligibility and the September 2026 review
Foreign individuals and companies can own land under the framework described by the U.S. International Trade Administration. Ownership is separate from immigration permission, residence, business licensing and the eligibility conditions of a particular public-land allocation.
On 25 September 2026, Guyana’s government announced a review intended to bring greater scrutiny to noncitizen property ownership. The announcement is a review, not proof that a blanket new prohibition has taken effect. Obtain current legal confirmation before contracting.

Allow for recurring costs beyond the tax bill
Separate one-time acquisition expenses from recurring local rates, lease rent, utilities, insurance, maintenance, security and management charges. Add a reserve for repairs and vacancies before estimating net yield.
Inspect drainage, access, building condition and service availability rather than relying on a tax percentage alone. For shared developments, obtain the operating budget, reserve balance, arrears and rental restrictions. These are practical budgeting checks, not a uniform statutory levy.

Read the lease conditions before making plans
GLSC’s public-land guidance describes leases with conditions concerning renewal, subletting, transfer and mortgage. Read your actual lease and obtain required consent; do not assume state-land rights are unrestricted freehold ownership.
For remote management, document rent collection, repair authority, payment limits and reporting. Require bank reconciliations and tax receipts. Coordinate Guyana obligations with any home-country income, gains and foreign-asset reporting.
Keep the records needed for each property stage
Before an offer
Identify the title system, boundaries, council account, permitted use and buyer eligibility.
Before completion
Obtain the fee breakdown, GRA and council clearances, approvals and registration documents.
Before collecting rent
Confirm income-tax status, withholding, VAT treatment and the manager’s reporting duties.
Before a sale
Document acquisition date, costs, improvements, disposal expenses and any exemption.

RESEARCH STANDARDS
Reviewed 2 October 2026. Current legislation takes priority over older summaries. This guide distinguishes local rates from national net-property tax and labels the September 2026 ownership review as an announced review.
General information, not individual legal, tax, financial, appraisal or brokerage advice. A Guyanese attorney, accountant and qualified surveyor should confirm the title, owner, values, exemptions and transaction. Services and licensing depend on jurisdiction and agreement. Review obligations outside Guyana separately.
Compare other property tax guides
Comparing countries can help you identify questions to ask about annual property tax, purchase charges, rental income and capital gains. The guides below cover different tax systems; compare their categories and verification steps before comparing headline rates.
Build a separate worksheet for each proposed property. Note the municipality, registered owner, intended use, acquisition date and currency. Beside every amount, record whether it is an official assessment, a professional estimate or an item still awaiting confirmation. A quoted purchase price alone does not establish the taxable value or the complete cost of ownership.
When comparing a property in Guyana with one elsewhere, separate recurring taxes from one-time transaction charges and private operating costs. Confirm who pays each amount, when it falls due and which document proves payment. Keep exemption applications, tax receipts and title records in the same property file so your advisers can trace the assumptions behind the budget.
