Use the current investor framework
Costa Rica’s migration law recognizes investors as temporary residents. Official legislation for attracting investors, rentistas, and pensionados established a reduced US$150,000 investment threshold for the program period.
The investment may be made through qualifying assets such as real estate, registrable property, shares, securities, productive projects, or projects of national interest, subject to current rules.
Property can be a qualifying investment
Costa Rican law expressly contemplates real estate as one form of investor-category investment when the current threshold and evidentiary rules are satisfied.
Before purchase, verify how the property value will be documented and whether the specific asset and timing fit the active investor regulations.
Compare investment with foreign-income residence
Rentista residence is a separate temporary-residence category for applicants who meet the current income conditions. It may be more appropriate than tying immigration status to an investment.
Confirm the current monthly income or deposit evidence directly with Migración because thresholds and documentary methods can change.

Use pension evidence when retirement income is the real basis
Pensionado is another recognized temporary-residence category. It is intended for applicants with qualifying permanent pension income.
Keep pension certification, apostilles, translations, and proof of payment available for the immigration file.
Do not assume unrestricted employment
Costa Rican law limits remunerated activity for temporary residents to the activity authorized by the migration authority. Investor, rentista, and pensionado status should not be treated as automatic unrestricted work permission.
If you plan to work, manage a business actively, or provide services, confirm the activity permitted under the selected status.
Separate ownership from qualifying investor status
Foreigners may purchase Costa Rican property, but a purchase creates investor-residence eligibility only when it satisfies the current investment rules and documentary requirements.
A residence application should therefore be designed before, not after, a purchase made primarily for immigration purposes.
Prepare the investment and civil-status evidence
Expect passport, criminal-record, civil-status, investment, ownership, and payment evidence, with apostille or legalization where required.
The investor file should show that the qualifying investment has been maintained as required by current regulations.

Calendar validity and renewal evidence
Investor, rentista, and pensionado categories are temporary-residence pathways. Renewals depend on continued compliance with the underlying status and current administrative requirements.
Track card expiry, investment or income evidence, and any insurance or social-security requirements relevant to renewal.
Treat permanence as a later immigration step
Temporary residence does not automatically become permanent merely because the applicant owns property. Review the current permanent-residence eligibility rules and continuity requirements separately.
Keep immigration and property files separate
Maintain a dedicated residence file with applications, approvals, travel records, investment or income evidence, and official notices. Keep the property deed, taxes, financing, and operating records in the property file.
Verify every renewal against current rules
Immigration procedures, fees, financial thresholds, and required forms can change. Re-open the official procedure before each filing rather than reusing an older checklist.
Keep residence history and travel records from the beginning if long-term settlement is the goal.
Use a written annual review covering immigration status, passport validity, tax registration, company records, property records, and travel plans. The goal is to identify conflicts early rather than treating every renewal as an isolated filing.
Immigration residence and tax residence are distinct
Costa Rica’s Law 9996 expressly notes that investor, rentista, or pensionado immigration status does not automatically make the foreigner a tax resident.
Coordinate physical presence, income, business activity, and ownership structure with separate tax advice.
Permanent residence is a separate application, not an automatic conversion at the three-year mark. Review the category-specific financial, tax, employment, or company evidence Migraciones requests for the route from which you are applying.
Review the asset independently of the visa
A qualifying real-estate investment still requires normal title, registry, zoning, concession-zone, condominium, tax, and physical due diligence.
Do not treat migration approval as evidence that the underlying property is a sound investment.
If you will rent property, operate a business, receive salary or director compensation, or maintain foreign income, obtain separate tax advice. The immigration category may permit an activity without determining how that income is taxed.

Verify the current threshold and active rules
Before investing
Before transferring funds, confirm the current investor threshold, accepted asset, valuation method, proof of investment, residence duration, work limitations, and renewal requirements.
Before applying
For rentista or pensionado routes, confirm current income evidence and whether dependents can be included.
Before renewal
Confirm the underlying investment, income, employment, family, or residence condition still satisfies the current category and gather updated records before the filing window.
Before buying property
Confirm separately that the buyer can own the property, the title is clear, and the purchase actually qualifies under the selected immigration route if a property-linked benefit is expected.

Compare other property tax guides
Compare the categories and verification steps across countries before comparing headline rates. For each proposed property, record the owner, municipality, intended use, official tax base, payment dates and supporting documents. Keep a rule for one country separate from the calculation for another.
Use the related guides to identify useful questions about acquisition, annual ownership, rental income and disposal. Build a separate worksheet for each destination and distinguish official assessments, professional estimates and amounts awaiting confirmation. A purchase price or gross rental yield alone does not establish the total cost or after-tax result.
