Use the current permanent-residence framework
Panama’s Qualified Investor program is a permanent-residence category created for qualifying foreign investment. The current official decree reduces the minimum qualifying investment to B/.300,000.
Investment can be made personally or through a legal entity when the applicant remains the ultimate beneficial owner, subject to the program’s documentary rules.
Property can directly support the Qualified Investor route
The 2024 decree expressly recognizes purchase of Panamanian real estate with a minimum investment of B/.300,000. The property must meet the program requirements and the applicant must document ownership and value.
Where the property value exceeds the required cash investment, the decree permits financing of the balance through a local bank after the minimum qualifying amount is paid.
Review project and escrow conditions before relying on a pre-construction purchase
The Qualified Investor framework also addresses qualifying real-estate investment through a promise-to-purchase agreement under specified conditions.
Before committing funds, verify that the project, contract, payment route, and certifications fit the current decree rather than assuming every pre-construction purchase qualifies.

Compare property with securities and other qualifying investments
The Qualified Investor regime includes additional forms of investment beyond ordinary real estate. The correct route depends on the asset, custody, certification, and source-of-funds evidence.
Use the official program rules and current Ministry of Commerce and Industries certification requirements for the specific investment.
Do not overlook non-investor pathways
Panama continues to grant residence under categories such as jubilado or pensionado, family, employment, and other economic grounds. The best route may not be the Qualified Investor program.
Compare the documentary burden, permanence, work rights, family treatment, and financial requirements before choosing a route.
Panama is one of the markets where qualifying property can matter
An ordinary property purchase below the qualifying amount does not automatically produce permanent residence. The asset must satisfy the applicable investor category and documentation.
Keep the real-estate closing file, investment certification, source-of-funds evidence, and immigration application aligned from the beginning.
Build a traceable investment record
Qualified Investor residence depends on evidence that the investment meets the statutory amount and comes from the permitted source. Expect title, valuation, financial, ownership, and identity evidence.
Do not move funds through an undocumented chain of accounts if the application will later depend on proving origin and beneficial ownership.

Understand that approval is the immigration status, not the property deed
Qualified Investor is structured as permanent residence. Approval still depends on the immigration process and required certifications rather than merely recording a deed.
Preserve the resolution, residence card, investment records, and any continuing investment obligations.
Track identification and program obligations
Even where the residence category is permanent, cards, identification documents, and program evidence may still have administrative renewal or update requirements.
Keep immigration and property files separate
Maintain a dedicated residence file with applications, approvals, travel records, investment or income evidence, and official notices. Keep the property deed, taxes, financing, and operating records in the property file.
Verify every renewal against current rules
Immigration procedures, fees, financial thresholds, and required forms can change. Re-open the official procedure before each filing rather than reusing an older checklist.
Confirm current procedures before travel, change of address, transfer of the qualifying asset, or restructuring of ownership.
Use a written annual review covering immigration status, passport validity, tax registration, company records, property records, and travel plans. The goal is to identify conflicts early rather than treating every renewal as an isolated filing.
Separate residence permit from tax residence
Panamanian immigration residence does not automatically settle tax-residence or territorial-tax questions. Review physical presence and income separately with a tax professional.
If an investment is held through an entity, coordinate beneficial ownership, accounting, and immigration evidence.
Permanent residence is a separate application, not an automatic conversion at the three-year mark. Review the category-specific financial, tax, employment, or company evidence Migraciones requests for the route from which you are applying.
Do normal title and project review in parallel
A property can qualify for an immigration program and still present title, development, financing, condominium, tax, or construction risk.
Use independent legal and technical due diligence rather than relying on residence-program eligibility as proof of investment quality.
If you will rent property, operate a business, receive salary or director compensation, or maintain foreign income, obtain separate tax advice. The immigration category may permit an activity without determining how that income is taxed.

Confirm the route before transferring capital
Before investing
Verify the current minimum, accepted investment form, beneficial ownership, payment source, required certifications, and immigration filing sequence.
Before applying
For property, confirm whether the route is completed purchase or qualifying promise-to-purchase and document every payment.
Before renewal
Confirm the underlying investment, income, employment, family, or residence condition still satisfies the current category and gather updated records before the filing window.
Before buying property
Confirm separately that the buyer can own the property, the title is clear, and the purchase actually qualifies under the selected immigration route if a property-linked benefit is expected.

This Panama residency and investor visa guide provides general educational information and is not individual legal, tax, investment, immigration, or brokerage advice. Eligibility depends on nationality, current status, source of funds or income, family circumstances, documents, and current law. Property ownership does not guarantee residence unless the applicable official program expressly provides for it.

Compare other property tax guides
Compare the categories and verification steps across countries before comparing headline rates. For each proposed property, record the owner, municipality, intended use, official tax base, payment dates and supporting documents. Keep a rule for one country separate from the calculation for another.
Use the related guides to identify useful questions about acquisition, annual ownership, rental income and disposal. Build a separate worksheet for each destination and distinguish official assessments, professional estimates and amounts awaiting confirmation. A purchase price or gross rental yield alone does not establish the total cost or after-tax result.
